Our Experience
Technical assistance for the launch and development of a greenfield microfinance institution in Mauritius (MCB Group, 2016-2018).
Subsequent to the feasibility study and work defining the business plan for the launch of MCB Microfinance Ltd., HORUS has been asked by the MCB Group to provide the long-term technical assistance required for launching and developing the institution for the first two years, including:
- Assignment of a Chief Operations Officer (COO) to undertake:
- The definition and implementation of operational procedures linked to the credit activity (overall credit policy, operational credit procedures and methodologies, MIS procedures, HR policy)
- The recruitment of staff and their supervision in each domain of operation
- The organization and implementation of operational staff training (credit officers and their supervisors, assistant credit officers) and of management (CEO and admin and finance managers)
- Capacity building, notably through the recruitment of his or her successor.
- Expert services:
- Support in the selection, parametrization and implementation of an adapted operating system (CBS)
- Support in the selection and functional set-up of a CRM
- Training of credit officers, their supervisors and assistants, and of the admin and finance manager.

Provision of general technical assistance to Advans network MFIs (ADVANS SA, 2005-2016).
Advans MFIs offer credit, deposit-taking and money transfer services, including services provided via mobile banking solutions in urban areas and, depending on the institution’s maturity in rural areas, to micro, small and medium sized enterprises under- or ill-served by the banking and microfinance sectors.
As Advans’ technical partner, HORUS provided methods, organizational principles, adapted tools and technologies, and strategic guidance to the MFIs in the Advans network from 2005 to 2016:
- Specification of key financial products and marketing techniques
- Design of key organizational features and processes
- Selection, configuration and implementation of the Management Information System (MIS)
- Design of the internal control system, including the setting up of the audit department
- Staff and management training
- Design of risk management tools, procedures and organization.
