Our experience
Diagnosis of ASIENA’s MIS and CBS migration project and of GRAINE’s new CBS implementation project, in Burkina Faso (Grameen Crédit Agricole Foundation, 2016).
HORUS carried out a diagnosis of each institution’s MIS, involving the analysis of:
- Internal organization and capacity
- Consistency between processes and systems, especially regarding the data collection process
- The reports production process
- The IT master plan
- Technical analysis of software parameters
- An analysis of the list of bugs related to the system
- An evaluation of the feasibility of the interconnectivity project (IT equipment & infrastructure, IT department).
Subsequently, in order to evaluate GRAINE’s migration towards a new CBS project, the following was conducted:
- Analysis of the migration project management, and major steps carried out
- Analysis of the relationship with the software provider and the institution
- Technical analysis of software parameters
- Analysis of the major gaps between the data provided through the two CBS.
Diagnosis of the Management Information System (MIS) and technical assistance for the implementation of MIS projects for seven MFIs in Madagascar (AGEPASEF, 2015).
In a program aimed at endowing MFIs with efficient, secure, and adapted MIS catering to their needs in terms of production and the transfer of information, the AGEPASEF called upon HORUS to provide consulting services, with this organized in three phases:
- Phase 1: Diagnosis of the MIS and organization processes of each of the seven MFIs:
- On-site diagnosis, based on interviews with MFI teams and visits to branches and points of sale
- Diagnosis reports and SWOT analyses.
- Phase 2: MIS needs assessment for each MFI:
- Drafting IT master plans
- External context analysis (hardware and software providers, telecom providers, rural electrification situation, etc.)
- Drafting technical terms of reference and requirement specifications
- Preparation of implementation plans and budgets for each MFI.
- Phase 3: Assistance in the implementation of MIS project.
Assistance to Amret Cambodia in MIS selection, implementation and follow-up (AMRET, 2008-2012).
This leading Cambodian MFI started with an in-house Access-based loan tracking system. HORUS first evaluated Amret’s needs in terms of banking data centralization and sharing and then assisted the institution throughout the selection, implementation, and roll-out of a new Core Banking System (CBS). Since 2013, Amret has been working with a centralized information system connected among the 60 branches of the Institution, thanks to the assistance of HORUS, who provided a full-time on-site consultant during the implementation.
