Program Evaluation
HORUS evaluates programs aimed at improving access to financial services and financial intermediation.
Our evaluations are based on the OECD’s Development Assistance Committee's criteria (DAC criteria), including relevance, efficiency, effectiveness, impact and sustainability.
All evaluations are carried out based on rigorous research plans, and via documentary reviews, interviews with main stakeholders and field surveys.
Our Experience
Evaluation of the inclusive financial sector promotion project in the WAEMU zone (Lux Development, 2013 and 2014).
Banque Centrale des Etats d’Afrique de l’Ouest (BCEAO) and the Lux Development AFR/017 project coordinated their actions to reinforce the microfinance sector in the WAEMU zone, with two main objectives:
- Strengthen the supervisory authorities under the new regulation (Axis I)
- Support MFIs in their publication of financial reports for supervisory authorities, in accordance with the new regulation and instructions published by the BCEAO. Specific actions were required on the following aspects: internal control, external audit and MIS (Axis II).
Firstly, Lux Development called on HORUS’ services to prepare the final evaluation by:
- Providing an analysis of the different components
- Designing evaluation and auto-evaluation tools and methodologies
- Facilitating auto-evaluation workshops.
HORUS was then asked to carry out the final evaluation, involving:
- External evaluation using the tools and methodologies designed
- Restitution and reporting, including recommendations for future interventions.
