Study for the Ministry of Posts, Telecommunications and Digital Economy Niger on the promotion of digital financial services in Niger, as well as feasibility studies on implementation of a payment systems interoperability platform and an e-payment system for the administration.

The Government of Niger wishes to foster financial inclusion through more widespread use of digital financial services (DFS) by 2027, in order to contribute to inclusive growth and reduce poverty in Niger.

The HORUS Development Finance, HORUS Telecom & Utilities and Behring consortium provided the following services:

  • Part 1: Analysis of the present DFS situation, notably that of existing offer and demand, effective usage of digital financial services and the regulatory environment, as well as identification of the gaps and main barriers to the development of digital financial services.
  • Part 2: Definition of the strategic vision and master plan for promotion and more widespread deployment of digital financial services in Niger by 2027, with the proposal of strategic vectors, and organisation of a participative workshop with the key stakeholders.
  • Part 3: Two feasibility studies, one on implementation of a payment systems interoperability platform and the other on implementation of an e- payment system for the administration.
  • Part 4: Definition of supporting actions necessary for successful implementation of the strategy for the promotion of digital financial services in Niger.
