Supporting the French Development Agency (AFD) and the Government of Cambodia in the design of a program easing access to photovoltaic installations for rural populations.

The overall objective of the study was to broaden access to energy for rural Cambodian households through microfinance mechanisms, at an affordable cost and while limiting the environmental impact.

The study led by HORUS DF in partnership with Artelia Eau et Environnement and the Cambodia Institute of Development Study (CIDS) was aimed at designing a program that capitalizes on the broad coverage and good performance of the Cambodian microfinance industry in order to set up sustainable financing schemes allowing remote households to access solar energy products.

The study was organized in two phases:

  • Phase 1: Mapping and analysis of supply (photovoltaic and microfinance) and needs for loans to finance individual PV equipment for remote rural households, and identification of private partners (solar, microfinance, program manager)
  • Phase 2: Recommendations on the program design, with a market-led private-sector approach based on a results-based financing mechanism to ensure quality and sustainability
